The Australian Transport Safety Bureau has handed down its final report into the light plane crash that killed three people near Goolwa earlier this year.

53-year-old instructor Leo Howard, along with two young pilots, died after their small aircraft spiralled into the water at Long Bay on February 6.

It’s been ruled that the instructor had a history of doing spinning manoeuvres on unauthorised aircraft during training, with authorities suggesting the instructor could not correct the trainees’ inability to right the plane at the altitude selected.

Complaints had been made about the instructor’s behaviour in the years leading up to the crash as well.

The ATSB says that a stronger culture of calling out dangerous behaviour needs to be created.
